I forward for your use two copies of Hong Kong Civil Affairs Policy Directives revised on the 10th August. They are:- (1) Social Welfare, (2) Labour Policy. The divisions in these two cases were suggested by Mr. Blaxter and agreed to by Mr. N.L. Smith, vide his minute of 11. 7.44. Prisons, and Police. These two directives were edited by Mr. Paskin and myself last week to bring them into line with the directives for Borneo and Malaya by cutting out all statistics and statement of fact which should appear in your Manual or Departmental Instructions rather than Policy Directives. You might look through there two directives and let me know whether you or Mr. Sansom have any comments.

Are paragraphs 4 and 5 of the Prisons directive, necessary in a statement of policy The provision of transport and of Prison Hospital are matters of commonsense and departmental planning rather than policy.
